From strategic review through to executed transaction - value maximised, receipts captured, decisions defensible.
The way a council approaches a disposal materially affects what it earns from it. Title position, planning status, route to market, timing, and counterparty selection each move the eventual receipt - sometimes by single-digit percentages, sometimes by orders of magnitude. LGPC's job is to recover that value for the council, and to do so in a way that stands up to audit, member scrutiny, and public expectation.
We work across the full disposal lifecycle. Many councils engage us at strategic review or options appraisal stage to test whether to retain, redevelop, or release a site, and what the highest-value route looks like. Where the preferred option is disposal, we can continue through structuring and transactional delivery - or hand back to the council's preferred agent if that's the right answer. The continuity is available; it's never imposed.
Where development is appropriate, we shape partnering structures suited to the council's risk appetite and timing - promotion agreements, joint ventures, long leases, conditional sales - balancing certainty of receipt against share of upside.

Recent work
West Berkshire Council — (current). Strategic Site Review and Options Appraisal of a care home site held in joint freehold with a registered provider, within the North Wessex Downs National Landscape and adjacent to a Conservation Area. Awarded April 2026 following competitive procurement; LGPC's submission scored 94/100.
Northolt High School, LB Ealing (originated at Savills). Identification of 1.7 hectares of surplus school land, with Howarth Homes secured as delivery partner and Network Homes as purchaser. Site ultimately delivered 149 affordable homes.
de Stafford School, Surrey. £1.2m Green Belt disposal under Secretary of State consent (Academies Act), navigating planning, consent, and stakeholder considerations through to completion.
Working through complications
Public sector disposals rarely run on clean ground. Joint freeholds, Green Belt or designated landscape constraints, education-trust consent regimes, leasehold and tenant complexities under the Leasehold and Freehold Reform Act 2024, conservation overlays, and — for districts in two-tier areas — Section 24 controls during Local Government Reorganisation, all routinely affect the route, timing, and value of a disposal. We advise on each in their proper place and sequence them into a deliverable programme.
