WORKING PATTERN AND FEES

How we work

At LGPCwe partner with local authorities to deliver strategic property, housing and estate consultancy. Our approach blends sector expertise with independence, integrity and a deep respect for public-sector governance. We understand the pressures facing councils — tight budgets, scrutiny, audit requirements, political oversight and the need to make sound, defensible decisions.

LGPC is built around those priorities. We work solely for public bodies, providing evidence-led advice that is practical, impartial and procurement-ready.

Every council, combined authority and education provider we support has a different estate and a different set of pressures; we structure each engagement and fee model around the specific outcomes you need.

Independent & Council-Focused

LGPC is fully independent. We do not act for private developers or land promoters, ensuring there is no conflict between our role and the public interest. Our work is guided by transparency, professional standards and a thorough understanding of local government processes.

We support councils across England, combining national insight with solutions tailored to local circumstances.

What Councils Need From a Property Partner

Local authorities operate within a unique framework of statutory duties, financial pressures, transparency requirements and procurement rules. You need advisers who understand:

  • the complexity of public-sector decision-making

  • the probity required in every transaction

  • the scrutiny from members, auditors and communities

  • the operational realities of overstretched teams

LGPC is designed for that environment. We provide advice that is technically robust, politically aware and aligned with your governance, risk and procurement processes.

How we work with you

Our methodology is simple, structured and proportionate:

Diagnostic → Plan → Delivery → Knowledge transfer

We begin with a focused diagnostic to understand your estate, objectives and constraints.

We then co-design a clear, realistic plan with milestones and reporting, deliver targeted interventions, and embed knowledge so your team becomes increasingly self-sufficient over time.

Transparency by design.

Before any commitment, you receive a tailored Instruction Letter and Terms of Engagement setting out:

  • scope and deliverables

  • fees and expense rules

  • timelines

  • risk allocation and responsibilities

There are no hidden charges. You know exactly what you are commissioning and what outcomes to expect.

Procurement-Ready

We work comfortably within public-sector procurement frameworks. Our terms reflect council expectations, including:

  • confidentiality and FOI/EIR consultation

  • UK GDPR-compliant data handling

  • appropriate insurance levels

  • proportionate liability caps

  • anti-fraud and cyber-crime safeguards

  • alignment with RICS and relevant professional standards

If you prefer to use your council’s standard purchase order or call-off terms, we can adopt those too.

Flexible Commissioning Options

Every authority has different budgetary, operational and governance constraints. We offer a range of commissioning routes designed specifically for councils:

Call-Off Consultancy

Flexible access to senior expertise, purchased only when needed. Ideal for fluctuating workloads or when specialist support is required at key stages.

Fixed-Fee Work Packages

Clear deliverables, predictable pricing and straightforward Cabinet/S151 approvals. Suitable for estate reviews, feasibility studies, asset assessments and LGR planning.

Monthly Advisory Retainers

Consistent senior support during major change, including LGR, estate transformation, TA strategy and capital programmes. A cost-effective alternative to in-house senior hires.

Outcome-Linked Fees for Disposals & Development

A hybrid model combining a modest fixed fee with a success-based uplift where appropriate. Reduces upfront cost and aligns incentives.

Rapid Micro-Commissions (48–72 Hours)

Short advisory notes for urgent decisions, cabinet reports or sanity-checks. Low-cost, procurement-light and often commissionable under local thresholds.

This flexibility allows councils to select the route that fits their internal processes, budget pressures and risk appetite.

A Bespoke Approach for Every Council

No two councils have the same estate, the same pressures or the same political context.

We do not offer “one size fits all”.

We take the time to understand your challenges, your governance requirements and your objectives — then shape a commissioning route and fee structure that fits your exact needs.

If you have a project in mind, or simply want to explore how LGPC could support you, we are always happy to discuss options and provide a bespoke, transparent quote.

Getting started

We offer an initial conversation at no cost to explore your needs, constraints and budgets.

If there is a good fit, we will set out a clear proposal, confirm scope and timelines, and begin under the agreed instruction.

LGPC — independent, council-focused, procurement-ready.
