Strategic Estate Review

& Corporate Asset Strategy

LGPC’s Five-Stage Method for Councils and Combined Authorities

A complete, evidence-led framework for shaping the future of your estate - designed specifically for local government.

Why Councils Need a

Whole-Estate Strategy Now

Across England, councils face rising costs, ageing buildings, statutory pressure, housing need, climate compliance and - in many areas - the largest structural change in a generation through LGR and devolution.

Property is no longer a background issue.

It is central to financial resilience, statutory performance, TA/EA pressures, net zero delivery, and service transformation.

A credible estate strategy is no longer optional - it is essential.

LGPC’s Strategic Estate Review provides councils with the clarity, evidence and structure needed to make defensible decisions about the future of every building, every site and every service location.

What LGPC Delivers

Our method goes far beyond a traditional SAMP (Strategic Asset Management Plan).

We combine estate intelligence, financial modelling, service planning, decarbonisation, disposals and governance into one integrated programme.

Your review includes:

1. Whole-Estate Baseline Diagnostic

  • Verified asset register (corporate, operational, community, commercial, housing, depots, offices, schools where applicable)

  • Condition, utilisation, compliance and running-cost profile

  • EPC/net-zero risk analysis

  • Legal, covenant and constraint mapping

  • TA/EA estate readiness and housing supply potential

2. Strategic Needs Assessment

  • Service access modelling

  • Portfolio alignment with statutory duties

  • Risk assessment: backlog maintenance, climate compliance, health & safety

  • Cross-council duplication analysis

  • Community and equality impact considerations

3. Future Estate Blueprint

A clear framework showing what the estate should look like in 5 years, including:

  • Retain / repurpose / dispose categorisation

  • Co-location and hub models

  • Service rationalisation options

  • Housing and meanwhile-use opportunities

  • Office/administrative footprint options

  • Depot strategy (optional module)

4. Rationalisation & Disposals Pipeline

  • RAG-rated site list

  • Prioritised capital receipts timeline

  • Value and deliverability analysis

  • Planning and title readiness

  • Options for partnering, JV or direct delivery

5. Implementation & Governance Framework

  • Corporate Landlord operating model

  • Programme governance, dashboards and KPIs

  • 100-day start plan and 3-year delivery roadmap

  • Cabinet-ready strategic summary

  • Templates for future decision-making

This is the same standard of work commissioned from major consultancy firms - but delivered by a senior, specialist, independent practice built exclusively for local government.

Commissioning Bands

Clear, predictable, procurement-friendly structure - pricing available on request.

Councils vary enormously in scale, asset volume, political context and strategic complexity.

To support budget planning and S151/Cabinet approvals, LGPC structures commissions into transparent Bands based on asset volume and organisational type.

Band A — Small

  • 100–300 assets

Suitable for: focused estate reset, rationalisation, prioritised disposals, TA/EA site identification.

Band B — Medium

  • 300–700 assets

Suitable for: full corporate estate strategy, decarbonisation planning, revenue optimisation, service alignment.

Band C — Large

  • 700–1,500 assets

Suitable for: integrated service hub strategy, major disposals, comprehensive decarbonisation pathway, commercial portfolio review.

Band D — County Council

  • 1,500–4,000 assets

Includes schools, corporate estate, farms portfolio where applicable.

Suitable for: whole-county strategy, education estate integration, district collaboration mapping.

Band E — Local Government Reorganisation (LGR)

  • 2–5 merging authorities

Includes cross-authority data harmonisation, duplication removal, vesting-day planning and new-authority estate blueprint.

What's Included in Every Band

Regardless of scale, your commission will always include:

  • Senior-led delivery

  • Full diagnostic and evidence base

  • Cabinet/Scrutiny-ready documentation

  • Financial modelling

  • Carbon/EPC risk assessment
